How to deal with when the products delay to shipment?

One of my clients repeat the order last two month, the ETD is at the end of the Sep. But the parts from our assistant factory are unqualified, we must to re-produce them. At the same time, the shipping date will be delay, the other reason is we have the Internationl Day cacation, so the client agree ship after our National Day. But till today, we also can not ship on time. I find the reason is that the typhoon at first time.

1. make a deadline of this shipment,and ask the factory must meet this deadline.
